Message dated and received March 12 stating the Governor                       
transmitted the engrossed and enrolled copies of the following joint           
resolution to the Lieutenant Governors Office for permanent filing:

Urging the United States Congress to pass                                     
legislation to open the coastal plain of the Arctic                            
National Wildlife Refuge, Alaska, to oil and gas
